La Junta Central Electoral tiene como razón de ser manejar aspectos tan vitales para la nación, como son la administración y conducción de las elecciones de las autoridades gubernamentales, lo cual constituye el sostén de la democracia y por otro lado es responsable de garantizar lo que identifica a los ciudadanos, como es la nacionalidad e identidad, su misión debe ir en consonancia con estas dos grandes responsabilidades.
